Anyone can apply for one, I dont see any restriction in terms of status while there are certain criteria they consider like one has to be 12 standard passed and things like that. However, as for my understanding anyone is eligible. THis is solely for my understanding but more information can be found on https://www.dvlottery.state.gov/
