 Student visa after PCL nursing

My sister just finished PCL nursing and now wants to apply for F1 visa. I know she can change her major once she comes here but for visa purpose what would be a good choice.
BTW she intends to continue BSC nursing here but not sure if it is easy to get into program as freshman from Nepal or even getting visa is easy with Nursing major. So looking for suggestions on major and university. Thank you.
